This is the rate the audio is decoded to, not the rate it was recorded at — the browser resamples to whichever you pick here and gives no way to ask what the original was. 48 kHz is what most video carries; 44.1 kHz is the usual for music.

WAV is uncompressed, so expect roughly 10 MB per minute in stereo 16-bit. Mono halves that, and is usually the right call for speech.
